the school of 1,015 against 1,000 last year has fully oc-
-cupied the accommodation it affords and has justified the
raising of the fee for the Upper School from $3 to $3.50
per mensem reported in the 6th. paragraph of the later of
my Despatches referred to above. The effect of the increase
in fees towards reducing the net estimated expenditure of
$38,894 as anticipated in paragraph 9 of the earlier Des-
-patch to a net actual expenditure of $29,148 as reported
by the Head Master was also satisfactory.

In view of the fact that the ap-
-plications for admission to Queen's College continued to
be greater than the number of scholars for whom accommoda-
-tion could be provided while the full accommodation avail-
-able at the two Anglo-Chinese District Schools of Wanchai
(East of Victoria) and Sai Ying Pun (West of Victoria) was
not occupied and while further accommodation was being
provided at the Anglo-Chinese School of Yaumati (Kowloon),
it seemed to me advisable to consider the question of
doing away with some of the more elementary instruction at
Queen's College and of making the Anglo-Chinese Schools to
a greater extent training institutions for that College.
With this in view the two highest standards (VI in which
there were only 2 boys and VII in which there were only 18)
